The C&PO’s and Officers’ Facility Project features approximately 12,600 m² of accommodations, messing space, galley space, and common amenities in a project that encompassed demolition, new construction, and renovation.  A model of sustainable design, the project was all the more complex in the predetermined context of a design-build project and with the added intricacy of extensive renovations to a forty year old building. The overall project value was in the order of $34 million.

Jim Case was the project manager for the work and was responsible for design-build performance specifications and all technical requirements.  Aside from a detailed investment analysis, a broad range of conceptual solutions were also subjected to a qualitative evaluation based on the following criteria: site suitability, building function, strategic context, environmental impact, naval tradition and quality of life.
